The purpose of this cuddling service is supposed to be to help relieve stress. One only hopes that this is not some kind of front for less innocent activities. Legally, it seems that such a thing is not illegal so long as there is no sexual activity involved.

Apparently, there is not license required for snuggling since government agencies and lawmakers had not conceived of the idea before this. However, I could see someone making the legal argument that this is some form of escorting, which typically requires some kind of local license.
