This homeowners group makes the list for cracking down on a little girl who has been drawing on the sidewalk with chalk. This is pretty laughable since the chalk can simply be removed at any time. And it is a stretch to say that it is causing anyone harm or reducing home values. Nonetheless, a homeowners group generally has the right to set its own rules for all houses in a particular subdivision plan. As the Anderson Cooper segment implies, this is more about being ridiculous than it is a legal issue.
